I would imagine that it either squirts the alcohol water mixture through an electric arc like a plasma cutter or else it electrolysis the solution into gases then forces the resultant gas through the arc to get the temperature of 8000c. Decades ago I saw a pic of something similar with two guys in it but they were on a larger machine and they were using a hydrogen oxygen gas mixture forced though an electric arc at the end of the 3 foot lance, the guys had to wear full reflective suits to protect them from the infra red heat, apparently the temps got to about 10,000C. But this video is woeful, his weld is not very good in my opinion and took forever to complete. He does a slightly better in this video but the weld is still pretty ugly.

Maybe it is just his welding ability? It seems to be similar to OXY-Acet welding but not requiring the bottles to be carted around.
