How do i reduce drill speed on this machine please? (4 pics)

I want to reduce the speed of my drill press/pillar drill for a job that I am doing. I bought the drill a couple of years ago without any instructions. From the pics, can anyone tell me the following?

How do I move the belt from one pulley to another?

What is the small wedge shaped tool for in Pic 3?

What is the small piece of metal resembling 25 x 5 flat bar that can be seen protruding from the middle bank of pulleys in pic 1

What purpose does the middle set of pulleys provide, i.e. why can’t the spindle be driven direct from the motor pulleys? (just curious about the answer to that question)

Will I be able to obtain original instructions from anywhere-it is a National machinery drill manufactured in 1998?

The wedge is for knocking out the chuck from the quill.

In your second pic - see the small thumbscrew next to the long shiny handle? Should be one of them each side. Loosen them off a turn and move the shiny handle - the belts will loosen and you can remove them.

The flat bar just holds the middle pulleys, and lets them swing as you tighten and loosen the belt.

For the slowest speed, take off the small belt at the front, then take off the longer rear belt. Now put the front belt on at the lowest pulley and the rea belt on the highest pulley (this is the slowest setting), then turn the shiny lever to tighten them. Don't over-do it. Hold the tension on the lever and tighten the locking screws both sides.

Sorry I should have explained how to use the wedge.

Wind the quill down using the handle and you'll see there's a vertical slot both sides in the quill. Look through this slot, and turn the chuck and you'll see the chuck spindle also has a slot in it so you can see right through. You will notice that you can see something poking up into the slot - that it the tail-end of the chuck taper. To remove the chuck you insert that wedge and hit it with a hammer. The chuck will pop out and you could fit a different one, or a drill with a built-in taper (morse taper drill). There's not much reason to disturb it to be honest, unless you have to for some reason.

To re-fit a chuck, simply offer it up into the quill spindle and turn it so that the tang lines up in the slot, then drop it a bit and slam it up hard with your hand. It will stay put with no other force as it's held on the taper.

Apart from the fact that there may only be 1 thumb screw - some machines (like mine) only have the 1 on the side opposite the motor hinge...

Aah yes, a hinged motor would only have one. Mine is a sliding adjustment.

The intermediate pulley gives you a greater number of speeds, without it you'd only have four.

The belt should really only be fitted between pullies that are opposite one another, ie the belt remains parallel with the base of the belt enclosure.

Regarding fast speeds for small dia drill bits, and slow speeds for large dia bits, does the general rule still apply with materials other than metal? In my case drilling nylon rod.

nylon you want a fairly fast speed and feed but it nests up really easy as it doesn't break off
