How can i fix lathe tool?

Well if he does any amount of cutting he will be a lot cheaper with not chipping inserts if it is a proper tool. If however he is really really skint then braze the carbide insert in place, at least that way it wont move.

1) You have a lathe, so drill and tap the holder something like M5 then make a stepped stud from something decent.(M5 male on one end, M2 male on other). Loctite in, and use a nut and washer on the top.
2) Drill and tap holder to something like M8. Make a adapter, M8 male thread, M2 female inside and loctite in.

If you want ways to position the tip better without spending then it can be done if it's a case of function over form.
Depending on what you have to machine it you can either put a blob of weld then shape it (carbide burr for example, if you have one) or probably more likely just weld a little piece of metal to go up the side of the tip. There're always ways.

I ended up doing something like this. I filed a piece of metal into an L shape and welded it so it was over and behind the tip, then put the screw in from the bottom.
