Honda GCV135 OHC - governor shaft leaking oil

Hi,
I have the above engine which is leaking oil from the governor shaft, a quick Google suggests this is a common problem, all the solutions however relate to the 160 model that has the hole machined to fit a seal, but they just don't fit it at the factory.
The 135 I have doesn't have the hole machined out so I can't easily fit a seal, the shaft is not even centred in the casting as you can see below. Although I'd rather not bodge it I don't have much choice so anyone know of a solution? is there such a thing as a liquid seal that sets and may work here? I don't want to strip the engine for this and don't have the gear to machine it anyway!

what goes on the shaft sticking out. cant u slide an o ring over it and butt whatever fits the shaft up against it

You could do as above then slide a washer then a spring over the governer shaft to keep constant pressure on the o ring against the casing.

The casing looks concave in the photo which would also help squash tight around the shaft.

Think the engine may have more serious issues though, when checking the valve clearances I noticed on the compression stroke there is bubbling / popping noise from inside the crankcase, to my mind I would guess air is getting past the rings, would this be correct? Are these ever salvageable if this is the case with just new rings?

Most small plant engines have seepage past the rings when hand cranking very slow...speed things up by 3000 rpm and it does,nt have time.Iff you think the crankcase is getting pressurised and forcing oil out then check the breather system is not blocked or ive in the past put an extra breather via a vertical piece of tubing tapped into the crankcase with a loop on top,this has kept an otherwise weezy motor going and still giving service given a bit of blue smoke

these small aircooled engines have massive clearances in relation to piston / ring / bore, because they dont have a fixed operating tempriture, by watercooled standards they are allways ether overcooled or overheating.

tho i advise never looking for problems with them they'll present enough in time. my view if it'll start it's ok the day it stops starting if its not the carb or the plug just bin it
