no it wraps round the end and both ends clamped at the handle so you can use both sides

I understand that a round handle is more comfortable, but invariably the handles on my files keep coming off.

That's a nice gift!

The commercial versions pinch the paper and clamp it into a groove to tighten it, but the body is typically plastic, so loses some rigidity. You might be able to effect similar if you groove the body and undercut the centre of clamp if you find loose tape to be an issue.

Handy tools to have though and nice for fine finishing on the lathe, much more convenient than wet and dry wrapped round an old parallel. You can also flip the emery tape over and use the back of the tape with some polishing compound for polishing.

I understand that a round handle is more comfortable, but invariably the handles on my files keep coming off.

On a file with steel tang, heat it to red hot with blow torch before pushing it into the handle and tapping it down. The heat swells the handle while bonding it, should never come off.
Care needed to only heat the tang and not temper the file.
