15 o/d x 8.4 i/d x 10mm Spacer.
how strong is this material? would it break under pressure once it is bolted down?
the reason why I'm asking is that I want to use 4 spacers to raise the rack brackets for a motorbike rack.

I would use it and not worry about it, especially at only 10mm long HDPE has quite a high compressional strength, we use it a lot in the build of food machinery and conveyors now instead of stainless, some food industry conveyors are constructed entirely from it,
