Why not take a cheap Chinese scooter and remove bodywork to find something underneath like a Honda Zoomer that could be modified. A lot cheaper - I bought a 09 Chinese made Peugeot with tatty plastics for £25 that I'm going to modify myself.
Honda Zoomer (you won't find one to modify in Uk unless willing to pay a small fortune but most scooters look the same under the plastic) -

I keep wondering about doing the same with the Yamaha Aerox I was given recently, the Honda Ruckus has a big modified following in the States.

I think you will find it's all in the bore. You can easily tell, the ceefer has exposed pushrod tube.

Push rods are in a little tin tube up the side of the cylinder

Yes you are correct Graffian, the B40 was a bigger bore C15 hence the incorporated pushrod tube, the B44 a stroked B40 based around the B25 engine.
