According to the dataplate, it is made in PRC ( China ).
That transformer looks rated at about 150VA ( ~ Watts ). The Part Number VC055001-5E "Control Transformer" is used in a welder made by the French company Celette:
The circuit diagrams for both those machines show that only the 27volt secondary is used. Could you check the wiring on your Snap-on welder to confirm that the 8-volt secondary is actually used? If not used, then only a 27v transformer is required, and maybe a 24v one would be good enough to do the job.

Putting the two secondaries in parallel would give a power rating of 50 VA, which may be just enough - unless the wirefeed motor is very large.
However, as I said, you would first need to check the wiring to confirm that the 8 volt secondary which was present on the original transformer is not actually required.
