Heat resistant filler/cement

Can anyone recommend a black heat resistant filler/cement/putty or sealer.
Suitable to stick to steel, outside and ideally a good high temp

Define high temperature - it's all relative !

There are high temperature silicone caulking tubes intended for flue sealing - Unibond do one in black:

as you dont say how hot on temp there is a silicone as well
