Looks like an X-capacitor.

Available dirt cheaply.
They're a common failure point on equipment, causing mysterious RCD trips then won't work at all.

Ive been known to, umm, remove them completely.

You can cut it out, but DO NOT JOIN THE ENDS.

You might want to see if the plastic is a bit of a conductor.
There was a lad at work whose missus was a bit thick, she vacc'ed up some water. He dried everything out plugged it back in 'Bang' and again. So we metered the leads - short, disconnected the motor, good took the lead off the conn block, good , but, but how? measure across the conn block + to - and it's short across the plastic.
