So you mean you've taken the plug off the spark plug and poked your meter probe up the plug to make contact with the HT head? If so and you got 22.6k then I'd say your coil is ok
Edit: just saw your pic, I'd say your coil is fine

Just taken the spark plug out and have a lower reading of 17.0 on both leads thats in into the coil

Theirs no reading for the body of the coil, so I'm presuming nothing is connected to it

That all seems to be measuring ok, I would say your coil is fine and whatever is feeding it has an issue, based on you getting no voltage on those two wires when cranking it over.
Can you trace those two wires and see where they come from within the genny?
