This is the cooling base for a homemade-ice-cream maker. It is put in the freezer overnight, then goes in the bottom of the insulated bowl and plastic paddles slowly revolve on top of the base, mixing the ice cream mix as it cools. The mix is in direct contact with the base as are the paddles. As shown the coating is flaking off the base - not something you want mixed into the ice-cream! The base top appears to be some kind of alloy which is attached to a plastic base containing a liquid as the cooling agent. Any suggestions for a suitable coating - or is it time to bin it?
