First proper welding requirement

Ok, so i have done very little welding so far, just my practice welds, repairing a motorbike seat base and welding some flat bar. I finished sand blasting my motorbike frame today and the plates that carry the rear foot pegs and exhausts require repair. One of them isn't too bad but is going to need welding both sides but the other has a section of frame behind it rotting away. I have cut 2 small pieces out of the first hanger and this will require 2 small patch panels but I have had to cut the second one off so I can get to the frame tube. So now i have to repair a section of the frame tube which is about 15mm by maybe 40mm or so. Ideally I need to do it so the plate is not proud of the surface as the hanger has to go back on over the top.

Any suggestions as to the best way to get the patch panel inside and hold it in place to get it welded?

Take some pictures, hard to vizualize from words.

If the tube is straight, cut out say 3 inches replace with new bit with slugs inside ( secondsry bits of tube) if you drill both the frame tube, and the new bit our fitting you can wiggle it all in place then weld in the holes to pick up the tube inside the tube. Champher the joints and make sure there is a small gap so that when you weld all the way round, you also penetrate the slug.

Anyway, its done! Hopefully its strong enough, I always think I have ground things back too much!
