It's off a clip-on motorcycle handlebar. It's originally an HRC item, HRC being Honda Racing Corporation = massive price to purchase new. Trying to see if I can save a chap a few quid towards a restoration project.
I've looked at having dies made for specific aluminium extrusions. Seriously expensive. Someone somewhere might have the dies and will be able to make it at a *reasonable* price.

I'm guessing this is made specific for purpose and certainly not available as a stock item it may even be sold under license only , A few years back I was asked to do a repair on some French made Pommier Aluminum crop sprayer booms, the material was an extruded Honey combed section, It was made exclusive to the mfr and sold under license, hence the fact I never made the repair...
Seconded - The only reason I can see for the internal section is because it is quite a soft alloy (Being HRC there will be a weight saving involved) and needs this to support the tube and stop it from bending.
We have a feeling that HRC (or Honda) might own the copyright on the die used to manufacture it.
As I mentioned, it's for a restoration project on a classic race bike, so originality would be preferred, but I think we need to explore alternatives as we're not having much luck.
