I need to expand a regular piece of exhaust pipe from 2.5" to fit a 2.75" pipe. Is it possible using one of these tools or will the pipe just burst.

you are probably correct, are you in a position to advise how that should be done
I used a cheap expander to fit a generic flexi on my mini cooper s, not the best quality but for £15 I thought it was worth a go and to be fair it worked, I just did it in stages and I stripped the expander before hand, filed it a bit smooth and greased it, you couldn't use it day in and day out but I've used it twice and it's worked both times.

buy the expander, if its all steel fit it in and heat the pipe till cherry red then expand

i had a set of those expanders (not the same ones, but almost identical) and as brightspark says, just bung them in, heat the pipe and the pipes expand quite easilly...
if you get a set that uses o-rings to keep them together, take the o-ring out first, they make a mess on the inside of the pipe thats a right mare to clean.

As the expander is segmented, and the requirement is a full 1/4" increase, it might be worth rotating the tool half a segment each squeeze.

As above, I have one and that’s about all its good for, that said with patience and heat you could expand a pipe. You wont heat the pipe with the tool in there, best to expand a bit and then reanneal. These things are more for reforming sockets on exhaust systems when changing sections.
