Elliot Milmore 16 speed

Have come across an Elliot\ Milmore Mill BEC015596 7/8 ran it seems to be little used but neglected, the only function that I could not get to work was the down feed, it fed up ok am I missing something with the operation, it appears to have no in out movement on either the feed speed control or the manual feed wheel (like the Bport).
If any one has an Elliot please let me know as it is not huge money

Yes like pic4 almost slight difference on head switches but the quill speed feed lever seems the same, up\down ?? lever will not move in/out & manual raise lower wheel does not either, no knob as on Bridgeport
