I like your inner plastic insulator ring idea . A piece of rigid 50 mm mesh or smaller plastic fence or similar from a garden pond supplies place . Failing that 10 mm ot thicker thick reticulated open foam .. coarser grades have big woven in holes that make good pond filters it's not too expensive either if you track down the manufactures online shop here in the UK .
I've cut the bottom off a 310 litre plastic food storage barrel , in the bottom half about 40 mm up I carefully used a hole saw to cut a hole for a plastic washing machine supply tap . When in use it stands on a bench that's high enough to easily slip an emptying bucket under the tap . It makes emptying so much cleaner & easier . Any sludge gets hosed out then the tub cleaned and stored upside down ... tap open to stop it sticking .... out in the garden with a small tub of strawberries sat on top for easy picking and to weight the tub down .
Having the tub on a low bench means I don't struggle putting things in or out.
The current feed wires are two lighting flex cable lengths about 5 mtrs long . I've cut or printed some simple thick plastic blocks with rebar sized holes in them at the top & a slot to hang 1 " rebars length over the tub sides , looped them with more flex wire and used a steel screw in the plastic to both hold the cables and set the height of the rebars. The long supply leads are fed from an old style Halfords battery charger and end up as a pair of 12 heavy duty battery clamp clips ( off eBay ) to attach to a circle rebar electrodes . The other electrode end is usually clamped onto several strands of heavy clean copper wire wrapped round a wire brushed point & the item being cleaned is suspended off a 40 x 40 baton of wood or my latest thing :- Use some 3 " plastic rain water down pipe that has a couple of notches cut in it to allow it to sit over/on the rim of the tub & has a few holes on the sides to put wire hooks to support things from .
It's wise to switch it off every 12 hrs or so and use a nylon long scrubbing brush without the things being cleaned in the tub but in a bucket of clean water scrub things off to clean the gunge off the electrodes and the part being clean for any build up of gunge slows the cleaning process considerably .
