Think you will find that it depends on how the circuit works. (eddie's best at deciphering schematics to that extent).
But as the Eland seams to share (same people?) a lot of similarities with Murex machines, then if you look at this diagram for a 160 MUREX the speed control is indicated by the red lines. Note there is a MIN and max trim pot adjustment.
Try putting your meter leads on the feed motor terminals. Turn the speed control down to minimum (0). Then pull trigger and note the voltage being feed to motor. Now using the MIN pot, try turning it one way or the other and see if the voltage to the motor reduces. This should allow you to set the slow speed !.
