Anyone with a lathe and 4 jaw could knock them out surely.

Laser cut them. Much quicker.

That's the probloem they aren't run of the mill they are made specifically for the paticular application.

If you were to find one of the companies that makes these i wouldn't be suprised if they'd have min order quantities of 500 or more... went through this a few years back with snap rings http://www.mig-welding.co.uk/forum/threads/any-circlip-fetishists.26268/#post-290636
If they're just flat washers with an offset hole then as Paul said getting 'em laser cut will be faster. Probably the cheapest way too, the pic below is a part i have water cut from 5mm thick aluminium. Profile cutters i use have a min order of £40 + VAT and at min order quantities they cost £1.52 ea. Unit price goes down as quantity goes up and if i wanted a full sheets worth of profiles cut from 5mm ally they'd be a chunk cheaper

The bolt, washer and nut on the right are an exercise in German engineering (and expense, £10).
The one on the left displays British ingenuity. The hard part with these is finding discs of the appropriate diameter. The hole on the "washer" was drilled out, then a bit of weld applied and ground/filed back to get the shape. A flat is also ground on the bolts thread to take the washer. (price £1.50 plus a bit of time).
