I'd jamb a small wedge in the boogered hole, slot an X on the belled rivet side with a Dremel cutting disc, squeeze or punch the belled quarters inward, and punch the rivet through.

Tig weld a nut on the end of the bolt, grind flush the sheared end, then warm/heat the bracket and spray some type of release oil in the sheared end to contract the bolt/lubricate the thread, while trying to work the bolt loose.

Oh..then....being as theres a mill in the shop, centre up the bolt, end mill and then re-tap the thread.

I've seen a video uploaded by abom79
He put something similar on his Bridgeport.
He managed to drill out the core of the bolt and leave the thread intact .
Then using a pick he removed the springy thing out ,he used a tap just to clean the threads
You're doubleboost you should be able to do it

I can't see a broken off easy out,
looks more like a mis-aligned drill hole for an easy out, hopefully someone stopped before they made a total c**k up.

If it is a broken easy-out, a carbide or diamond burr in a Dremel and a steady hand will get it sorted.

Not sure what I'm looking at, look like a steel dowel/rivet pressed in Al casting which someone has tried to drill (poorly)....I'd have a go at pressing it out first.
