Only somewhere like Albaba and you would need to order a dustbin full. It would be easier to get somebody to tig/fuse the ends of some ordinary r clips together of the size you need.

^ Are they double ones, or just placed back to back for the photo? The photos down the left hand side, if they're of the same object and not just "people who bought these also bought these other things" links, suggest that they're single ones.

They are just placed back-to-back. Think about what shape the hole would need to be if the pin was that shape.
The original photo shows the double clip made of half-round material so together they have a spine that would enter a standard round hole.
As above, buy standard ones, wipe them on a belt grinder for a spinal tap and tig together. Don't get the bent part too hot or the spring temper will be lost.
Perhaps there has been a series of failures of standard R clips such as totally shearing through , so splitting the chance of that happening and not using a bigger clip you have the two half round ones back to back perhaps made to a tougher standard . . Seeing as they are for brakes I would not substitute them with anything if they are OEM items .. far to risky if people get killed and it's traced back tom you as fitting an incorrect part.
The only place I've ever seen those clips, is on truck brake calipers.
I suspect that they're used, because they allow for a larger hole/retainer, which if you were to create in a single R, would result in a rather sturdy R clip which you'd probably struggle to get on/off.

They are not needed for brake calipers. Thats where these came from.I'd tell your friend he needs to get a life

Yes, each half is semi-circular in cross section. They are not two R clips back to back.
