Sorry I have no clue,,,,,, but I see your foot stool is in bad shape just like the one have,, so to get it back to like new condition you need a quart of that liquid rubber they're advertising also a cheap paint brush small so it can fit in the can the rubber comes in once you have that you just slather it on generously all over the top and where it needs it let it dry won't take long either , now you have a new piece ,,, I took mine apart and painted the frame then did the rubber work yeah you'll be proud,,,,,

The reason I asked is I could see this being useful for fishing.boxes but often seeing stuff like this I go ahead I see....for some reason if it could be done it has been done. Doesn't powder coating has to be put in a oven,,What about cold flexible powder coating? Seen it somewhere on tinterweb, just not sure?
