I recently purchased a Draper 70011 to learn both stick and tig welding. It supposedly has Dinse 35/50 sockets on it. I purchased a tig torch and picked up a Dinse plug for it but when I tried to plug it in it won’t tighten. I noticed that the stick torch that came with the welder has a Dinse connector where the notch is flush with the end of the connector. It’s almost as if the connector has been ground down. Is there a slightly different standard I should be looking for?

That Silver bit in the middle is a bolt, it goes in from the rear and holds the power cable on.
It's too long (you shouldn't see the threads)
Either the wrong bolt or the lock washer is missing or something.
I'm presuming you bought this used not new?
Options:
I would open up the machine and either fit the lock washer if it's missing. Or fit a shorter bolt (or grind a bit off that one)
Other option is just grind down your dinse plug to match the other one although that might be a pain if you get new leads etc in the future.
Or, you could make up a short lead, fit the existing plug that works to a bit of cable, put a dinse socket on the other end. Then fit a new plug to the stick lead.
Or just swap the working plug onto the tig torch and change over when required.

As they appear to be non-standard sockets, an option is to disconnect them, throw in the bin and replace with standard dinse sockets. The issue is that you would also need to change the plugs on the ground and electrode holder.
That is poor on the part of Draper. Maybe drop them a line telling them so and also advise the seller (if they have hopes of being a good company).
If you can find in writing somewhere that the sockets are dinse 35, I would reject the item as not described and ask for your money back (do not show or tell them you have opened it) or a large refund to cover the cost of converting to standard fittings.

I'd think the existing plugs would still fit into a standard dinse socket.
They look like they have been ground down as the ends are not square.
I think I'd also just be fitting standard dinse sockets as it will make life easier in the future

After a lots of filing and some time with a hacksaw it now fits. 100% agree I think I’ll eventually move it over to standard connectors. Thanks for all the help. I’m new to welding so thought I might be missing some kind of slightly different standard.
