If the battery's OK it's usually a poor connection battery - solenoid - starter motor - earth - battery, look for loose, dirty or corroded joints (open them and check)

The symptoms you describe suggest a faulty starter solenoid.
Does it give one click per turn of the key or does it give a continuous series of clicks whilst the key is held in that start position?
Where does that thick blue wire go? is there another thick wire?

it may be the contacts inside the solenoid are burnt. u could just uncouple the 2 thick wires and touch them together and see if the starter runs

Take a thick wire from the battery + and touch it on the starter terminal and if it turns your solenoid is shot. It could be a bad earth or starter problem otherwise. Try tapping the solenoid and the starter body with a light hammer, a bit of percussive maintenance sometimes helps

That's what they used to do on the fork trucks but the fitter got fed up of wrecked the threads on the studs.

Give the starter motor a couple of sharp whacks with hammer or try to turn the flywheel. Could be the solenoid you picture or the solenoid which is part of the starter motor itself (assuming pre-engaged type)

Is that not a glow plug relay? Don't think the wires look heavy enough for a starter.

I would agree its not the starter solenoid, starters don't usually have a separate relay just the solenoid on the side of the starter

Yes I would try the snoopers idea of shorting across the starter terminals as that the way I start my poclain 61 at the moment.

I dont see that as a starter relay, there are 5 wires going down to the base of it, which could be some form of timer unit two of the wire which come from the battery live, I would assume, so this could very well be the self latching part of the timer.
Some do but usually heavy starters, small stuff dont, some heavy starters can draw 70 - 100A for initial pull in then it drops to 15 ish hold in so they need to protect the ign switch start contacts.

I think it is part of the cold start system a timer controlled relay maybe?

The pre engaged starter armature is turned initially by the ign switch starter connection, to help it engage with the starter ring hence the name pre engaged, once engaged it changes to the 'hold in' situation which draws a lot less current.
