Is the ground very dry? Very wet?
Its got 3-5% the leaves that it should have and whats there looks in poor shape.
Hard to say, can you get more photos. Anything on the trunk or dead branches that might be fungus?
Can you carefully clear around the trunk, look for fungus and get photos of that too?
Neither. Ivy covers everything that it can get hold of. The ivy has been cut back before but without getting the roots out, it will always try to return. Its not easy to get ivy roots out, withojt disturbing a trees roots, tho ivy is typically much nearer the surface.
Ivy can girdle a tree, that is grow around and strangle a limb but that generally takes many years and the ivy will be thick.
If a trees growth is weak, ivy can completely cover it, little growth of the tree will get no sun and starve it that way.

strange how ivy covers trees in the throws of dying , noticed this before with oaks. is there a reason or is it the ivy that kills?
