Constitutionally yes, but Victoria was the last monarch to consider defying Parliament and she was threatened with a republic.

Lots of companies and organisations self insure. If they have to funds to foot the bill, they can choose to do so. The MOD self insures also, but pays for the services of a well-known insurer to adminsiter any claims, decide blame/fault, then tell them who to pay and how much. All the hire cars we use through my work are self-insured. Any driver in the organisation can drive em. the rental company just rents us the car, none of the other usual sales chat about upgrading cover etc. Makes for a quick service when collecting one!

Anyone or companys that will bond enough money can "Self Insure"

The bin lorry hit a car of mine (it was parked up) and a couple of people just came out, had a cup of tea, looked at the 3 quotes i had got for repair and told me it was fine just to use whichever one I wanted to repair it. Money was paid by bank transfer the same afternoon.

I watched something with somebody like Alan Sugar, He is self-insured which covers his various range of cars puls his staff etc.
He then just buys one insurance policy which pays out if his own claims go over a certain amount in a year.

So, if you have enough money you can't really loose on that one!
