The main issue is that arc welding is a constant current process, whereas jump starting a car or charging a lead acid battery requires a constant voltage. Also a buzzbox is AC and you need DC for the battery. Whilst OCV may well be around 20V on a buzzbox, that's AC and will vary depending on the current being drawn (which is obviously set and regulated by the welder).
By the time you've adapted it, you'll have spent way more than a cheap battery and a cheap automatic charger (which will keep it topped up) and a set of jump leads.
