I was not aware of that, depending on interpretation and implementation could be a big expensive mess, and it sounds like ebay will count as an OMP as it has a uk presence, they could even be the target of this change, others may not care. I dont see how the could enforce that, anyway half the items I get are marked as gift.
they will just refuse to send sub £135 value orders to the UK if they are going to have to go through the rigmarole of registering and accounting for UK VAT before making a sale.

Disspointed to learn, this is nothing to do with Puppy dog, this policy is aligned with the EU which they are doing slightly later.
Don't have an issue with paying VAT. But on my reading of the link in my previous post, foreign sellers who aren't selling via ebay, Amazon etc. i.e. selling directly to you or me, will need not just to be charging/collecting UK VAT, but will need to be UK VAT registered in order to sell sub £135 (including shipping etc. costs) items to anyone in the UK. Are smaller foreign sellers going to do this for the occasional sale? I'd really like to be pleasantly surprised.
Its not going to happen, and i feel sure that its a mis-interpretation of the paperwork.
No other country on earth, so far as I'm aware of, wants me to register with their government in order to ship their populous parts. For the UK to expect differently of others would be quite arrogant and / or isolationist.
Practically, i would expect small direct sales to be treated as they have always been - royal mail creaming off a substantial fee for collecting the vat.
