Those are pollards that have been left to grow out I would say. They’ve been done once at the lower crotch then regularly about half the crown height they are now if you look at the photos.
You are entitled to remove anything overhanging beyond the boundary.
I would have said that when the conservatory was built they were pollards that were well maintained that weren’t bothering anyone. Lack of maintenance/ funding has changed that.
Pollards can, not always but can, have weaknesses where they re grow. Which may be your issue.
I would either press the council to get them done, and involve MP if it’ll help, or just get them done and although it’s going to cost you sometimes life’s like that unfortunately. Not right but there we go.
