Just as well I decided to check each cell. Removing the lower paper cover revealed that two links had blown due to very light surface rust. The link metal is very thin and so did not take much rust to effect them. So the thermistor is off the hook and its now to try and find a way of replacing the links. I have had a go with the soldering iron but no joy yet.
I had another battery from another power tool,18v as well but different casing, that would not charge and decided to have a look and found the same problem. Luckily that tool came with 6 batteries and 5 work ok! Sorry about the photos seem to be out of focus, I will have to have a look at it. Anyway, from the look of it it has a resistor looking item wired in as well, but not in a container like the other battery.
