condensation in heating oil tank

i wss wondering what is the best way to do it. diconnect the bottom pipe at valve ? or can you remove it from the top?

I'd say bottom pipe as oil floats, while you've got pipe removed fit yourself a water trap / bleed in-between for future water removal

Check to see if the tank base is level. The correct way to instal an oil tank is with the base sloping away from the outlet such that dirt and water formed from condensation does not go down the outlet and cause problems. If it is installed like this then you will have to remove by syphon from the top assuming that there is not a separate drain plug.
