That’s good,I’ll adapt one of mine,so I can use my standard 2” refills,your link was stating unobtainable at present,e bay don’t list them.Search 'pipe paint roller'.

Maybe it was one of those'good idea at the time' products that proved poor in use. As you say, it is just a bent piece of wire, so easy to make and try.
The pipe paint rollers are a lot more widely sold. The refills for them look like maybe 1" wide, threaded onto a normal roller frame with a curved axle but I do not think they would go down to 12mm. There is a another design with two rollers at 90 degrees to each other.
This one would also be too big: https://www.decoratingdirect.co.uk/viewprod/p/PIPE_PAINT_ROLLER_FOAM/ but maybe you could make your own sleeve. If you hot wire cut foam, does the cut line leave the pores open or just melt them all togehter?
For completeness, Purdy do a bigger one with a spring as an axle, held both ends, for much larger pipes.

Long ago, in the last century, in another forgotten civilization, I read about an interesting way of painting power line poles. Rough canvas mittens, pieces of terry towel sewn to them. A high-altitude fitter, strapped in like Spider-Man, was crawling along the steel bars, dipping his mittens into a bucket of paint, tracing the contours of the piece of iron by touch. The speed of work is high.

The difficulty I see with that style is for the 12mm (roughly half a standard broom handle) that he wants to paint, it will fall into the point of the vee due to the springiness of the roller material. If the sleeves are each 2" long, 75% of their length will never touch the object being painted.
A lot of the success of anything, including the gloves above, depends on what spillage/mess you could tolerate around or under the object being painted.
