Think you will find it is not normally recommended to transfer, but some do with flammable gas!
The clue might be in your question namely "pub" As the pub has to connect the cylinders to the piping in the pub it might be they use a double ended pipe.
Remember that the CO2 cylinder you have will not have a dip tube so you will need to tip the cylinder with the gas IN up side down to allow the liquid CO2 to flow into the empty cylinder if you don't then you will only get the gas that is above the liquid and not under much pressure.
As ArCO2 is under much higher pressure (200 -300 bar) the transfer would be much more dangerous!!
Maybe not the best idea to transfer pressurised liquid CO2 through plastic hosing.
Just thinking of the scenario, liquid CO2 freezes the plastic hose, hose becomes brittle and fractures, liquid keeps flowing from cylinder and rapidly turns into a large cloud of gaseous CO2 which pushes all the oxygen out of the atmosphere, you asphyxiate
