Take it to a pub and ask the landlord if you could exchange it for a full one, for a small consideration, of course.

Think you need to be aware that much like the BOC bottles you don't own the bottle. There should be a name of the supplier on the bottle unless it is very old and worn away. Do an internet search for "wine and beer cellar" supplies in your area, chances are one near you will be the supplier. Should be about £20 to refill if the bottle is still within test date. If you are lucky they will take your existing bottle and swap it out for a full one at just the cost of the gas. They can get a bit funny if you mention "welding" so say you want it for your home brew.
