CO2 Gauge query

Hi,
Following some issues with my MIG, It has made me re-check out a number of things, one of which is my flow gauge.

Can anyone tell me which of the scales on the gauge picture attached is the litres per minute? Is it the outer scale (which I have been using) or in fact the inner scale?

The inner one is l/min. The outer looks like it's probably cf/h.

Ahh, that'll explain why some of my welds are a bit porous then!
