What about running a motor with a flywheel attached and an electromagnetic clutch off a car air conditioner or ride on lawn mower? Big relay to control the clutch. Torque issues solved .

Bloke near here used to train his greyhounds with a lure pulled by a string round the rear wheel of an inverted pushbike (with the tyre removed) powered by his lad turning the pedals by hand.

first off lets have more context from you instead
you cant sit there and complain that youve burnt out a motor if you intend to run it direct drive
your speed is wrong due to the drag factor/straight up get up to speed you need a higher rpm output
you want more torque then you need to consider gears
the other factor you should consider whilst belt or chain driven it does allow for motor spin up and also a stall factor to stop your motor burning out by slipping the belt chain wont do it
all of these factors youve kicked in the teeth and said no too
the added factor in all this you also want speed control as well

even i and others have stated using the car starter motor easy to buy and replace but it chews through batterys
with those mentioning a petrol motor
since someone mentioned the hand method same way but uses gears to crank the rpm up to speed

Problem with a treadmill motor is they are normally about 180v dc. I think the reason the Op is wanting to use 12v is so it can be run off a car battery. I would imagine a 240v single phase supply isn’t available in the field where this is going to be used

A 12v car battery isn't going to last very long putting out the sort of watts required for this task! Running of a 240v genny would make more sense & those camping gennys are fairly quiet.

Yep, you would need a couple of batteries. You need to be careful running power supplies of generators, most die pretty quickly as the power generated is not very clean. Same reason why it is not recommended to run computers etc from them.However, Its not the case with all generators, I do know some of the suitcase Honda generators do output clean enough electricity to do it. I unfortunately found this out the hard way when I used to fly RC helicopters and tried charging lipo batteries from a generator.

That would be the inverter generators, becoming ever cheaper as they get more common.

@gaz1 - sorry I meant no offence. I am inexperienced at this - although I have built several dc powered 7.25" locomotives and appreciate gearing/torque. What is available in the US is this - https://swiftpaws.com/collections/products/products/home-original and I was hoping to do a quick and dirty version. My run is a lot smaller (probably now only 100m of rope and I would really like it as a continuous loop rather than having to reel it back in between dogs, I also expect I have a lot lighter lure, shorter run and Clumbers are not as fast as greyhounds! The Rumble I have the videos for in the US, show the fastest speed at 10m/s
Again, in my previous life as a safety engineer, I am very conscious of single point failures, so if I could do direct drive, that would be easier, If I have a smaller motor that needs to be geared down, then I'd use a toothed belt.
Battery duration is an issue, but each run will be around 10- 20s and probably no more than 15 dogs taking part (plus moving the lure to the start). If needs be I'll have a spare battery handy

ive seen them and they all have speed failure points near the box and turns due to being too tight
lets illustrate by this video
if it had a 3 point corner it could be speeded up well for both internal and external corners
the issue is also at the box where its been looped around the motor pulley too sharp so tears the lure apart so has to be slowed down
to stop this fit a bigger spin wheel with central release points in the middle either side

whilst a greyhound race uses a continual line so can you if you consider an oval loop system with a 3 point turn instead of just a sharp wheel back to base thats the killing point as you need to slow down otherwise the whip of the lure can fire off
tension you will never get as you need to use a wire instead of fishing line for a looped system
as its the same as a bandsaw tension via the wheels and guides guide the blade

the RACING whippet club near us use a 12 volt car starter took my working whippet one day and he did real well till he saw a rabbit near the woods and deviated and promptly did the business and brought it backhe never won a prize but they were impressed

if you want a continuos loop thats rather easy
but you need to make 2 circles either end
the start being the longer straight run so picks up speed going around the left side circle when it hits the far end it sends a slow down signal to the motor or user
the long corner allows the machine wire to slow down and then return back for next race starting just after the return corner
the motor side of it being on the inner circle left side
of coarse you can use these
but you would be better with a 3 point as your trying to make a circle the inner part can be just a normal return
i would also use a bigger wrap around circle as well more speed but also very variable you cant have the wheel on its side like they use on chair lifts its a speed reference and also you need to grip the rope as you speed it up therefore tension can be done over the wheel then into the corner for restart of race
