I've bought some square hollow section steel

to build a work bench. It's almost black in colour. It's much darker than the plate used on the evening classes I took, which had a pale grey coating of mill scale.
I've got a few questions:
- Is the black-ish coating also called mill scale, or something else?
- Is it sufficent to grind off the black coating, back to shiny steel, or should I be degreasing as well before MIG welding?
- Can I paint over the black coating with red oxide, or do I have to grind it all off before painting?
- Is the stuff I've bought likely to be hot-formed or cold-formed, and what's the difference? The corner radii are quite large, which I think sometimes indicates cold-forming?
