Bead blasting won't shift chrome, grit blasting might if the chrome isn't very good. Otherwise get in touch with a plating firm, they may be able to strip the chrome electrically.
do you mean you want to paint the wheels, if so it's not necessary to remove the chrome and blasting may well give a suitable surface to paint over. If they are alloy rather than steel (your title is a bit misleading?) then a light blast would give a good finish for paint?
Chrome on alloy wheels will at some stage start to peel and flake off. If you want to get rid of the car, and want to smarten it up for selling then simply paint the wheels as is, but bear in mind this wont last long!
Chrome can be removed by places who do chrome plating, but you might find it difficult to find anyone willing to do this for you. Depending on what the wheels are, if you want a lasting job regards the finish, it may well be cheaper to sell them on Ebay and buy a new set?
