yes you can, given sufficient wall thickness. The success of what you need to do is another matter, if it is non critical in terms of strength then it will likely be OK as the thread depth, generally, is greater with a coarse thread. Obviously the thread will be less than perfect but if there is little load then you probably will get away with it.

I thought that but then remembered that whilst the thread depth is greater, the outside diameter of the thread remains the same so it doesn't help.

A different way of saying what's already been said (no you can't)... for a given diameter a finer thread form requires a larger hole than a coarse thread, for example you would use a 35/64 drill for a 5/8-12tpi thread but a 37/64 drill for a 5/8-24tpi thread i.e. the hole is already too big for 12tpi even before the 24tpi thread was cut
Helicoils are available upto 1-1/4" so may be possible if there's sufficient wall thickness to machine the tube to accept one. We need more infomation, some feedback to the questions you've asked would be helpful!
What exactly are you trying to do? Is this connected to the welding Ti to 4130 thread (were you thinking of welding a threaded bung in or something)?

Yeah it is connected to the other thread. I have a titanium tube threaded at both ends I am gonna use for lower control arms in my firebird rear suspension. I was gonna weld on chromoly tube adapters but you can't weld that to titanium. And it is critical part so i'm not gonna mess with the threads. I actually have to cut the tube since it's too long so i'll probably just re thread it seeing I think I can cut enough threads out. And if I have too i'll thread it and put in a threaded tube adapter with permanent loctite since i can't weld it. Thanks for the info guys I knew it was kind of iffy but i bet if I went from 12tpi to 24tpi i'd be ok.
