it can probably be re fixed on wouldnt worry about it being rusty on the outside , the inside of em get rusty .if it does leak its generaly just pinhole rust on the bottom . tun it over and agive the tank a tap with the ballpein of a hammer all the way along if it dents its worn if it dont it will be fineHas anyone commented that the capacitor housing is hanging off the top of the motor?

Yes, but the Compressor in the pic looked to be a 1-cyl pump - I.e. not lots of air (or storage of air either), so limitedThe size of the receiver is immaterial, if comparing pump output with the air used. Air usage, exceeding the pump output, will always eventually deplete the reserve in the receiver - whatever size that receiver may be.
The oft-quoted receiver volume is simply another ploy to befuddle/distract the buyer who doesn’t understand that it is usually just marketing hype.
