you can get stainless steel pop rivets easy enough 
or self tapping screws even nuts and bolts .take your pick

There's an opportunity here for some awesome over-engineering to be done - send it to me! I'll make sure the handle stays on the lid... of course whether your Mum can actually lift the lid is a different matter!

If you used a pan head set screw , and a plain nut in stainless , you could cut the screw slightly longer and after tightening pein the protruding thread as a locking mechanism , the whole job wouldnt take fifteen mins and would look tidy , and your mum would love it no doubt as it was done by your self ,,, just a thought.

Made from a bit of broom handle . . , make sure the screw is mild steel too, so it rusts nicely . . . lasted for years at my grans and now at mineDrill a hole in the middle and stick a knob on it
Or when the bakelite handle comes off the Swan saucepan lid, just wrap some fencing wire around the two rivets left wobbling through the lid to form a new one . .

I'm stuck between the two, nice tig weld, posting it to someone, gets a bit complicated.
If it's just functional, whack a knob on it.
Failing that a tea towel, to pop the lid on and off.

has it got sentimental value or as tight as a camels ass in a sandstorm handle fell off my stainless steel teapot at Christmas so i soft soldered it back on and works fine
