The company i work for have purchased their own calibration machine to calibrate weld sets on site. My question is, can this be done or do you need some certified body to carry out the calibration. i have been trying to get access to IEC 60974-14 but cannot locate a copy without paying so i am hoping someone can jump on this thread and help me.

The company who the company you work for is working for will have a specification laying out what is permitted. That is the governing document. Each client may not have the same requirements. If the specification notes that "independent" calibration is required, then your company would have to demonstrate how this might be achieved if it does the calibration itself.
If the company can buy the machine, they can also buy the Standard. A company quality system would be somewhat lacking if the company does not have access to the Standards that are part of that system.

If you are calibrating your weld sets to comply with an application standard, you will need to check if you can actually do that yourselves (which you probably can’t). Your calibration machine will need to be calibrated and the operator needs to be qualified to use the machine.
To be honest it’s probably cheaper and easier just to get a company in to calibrate your sets for you.

Even if the end user permits internal calibration, there's still the question of if their wording (or an external standard they refer to) requires the organisation doing the calibration to be accredited.
(Usually by holding an ISO 17025 cert, sometimes explicitly required to come from UKAS)
Maintaining ISO 17025 is an utter ball ache, and unless you already have an in house metrology department who would take responsibility for the calibrations, is probably uneconomic for even quite large companies.
