No to wire brushing, grinder needed. If it's new stuff don't bother, it will be too thin. I once made a trailer for my racing mini with 1960s scrap cable tray as the runners, lasted forever, thick enough to weld comfortably.
Bolt it, so much easier, if you can, i tend to use stainless and to keep it bent to the position i want it to be prior to offering it up to the job i may tack it with a TIG set and a blob of filler wire.
Maybe i'm biased but stainless cable tray looks so much more pleasing to the eyes and a little thicker/less flimsy.
If you have to pay for it, stainless is much dearer. Difference on a work job, galv was less than half the cost of stainless and will last forever anyway.
