7 kW @ 415, .8pf would be 12.17 amps. 1mm will do 13A but as it is motors I would go for 2.5mm to cover the starting currents and reduce impedance.
If you can terminate 4mm ok then it may well be worth it for the slightly bigger cost, dont forget phase converters are more liable to volt drop problems on start up the bigger you can keep the cables the better.
