Then shop around because prices can vary quite a bit re who sells the most of what, although steel of your description is pretty commodity high volume for fabricators.
Another option if this is just for practice is any metal works re fabricators and such like - they will sell at a bit above scrap price usually.
Another option is of course the scrap yards.
It comes down to delivery cost (can be £15+ min charge) or your fuel cost (distance to scrap yards or stockholders).
Practice welding in different positions, upside down & vertical in particular.

When you say bulk, a few 3m lengths of flat and 25mm box isn't bulk to most big stockholders. If you have room, get it delivered in full lengths, or they will charge you for cutting it up.
