Road rent has been officially called VED (vehicle excise duty) for ever hasn't it? Prior to 1936 some or all of it was actually used for a 'road fund' but since then it's just been tax.
Wouldn't be surprised if VED becomes a 'pay as you drive' deal in the future as that'd make life even easier with regards toscameras road safety [/think of the children]. Doing things that way would also side step the result of adding more tax on fuel- it'd become more attractive to proper criminals
