I was looking at a car for sale and the guy who has the car has not got his name on the log book, now the car is not reported as stolen, ,so Im wondering what he has to do so that I can buy the car from him legally and legit,

Technically a log book only shows the registered keeper, not the owner...however it would make me wary, he could be a trader buying auction cars and selling them on, I am a bit rusty on all this but if trading he sends off a section as a trader.
Nothing illegal in that, unless he is trying to suggest he isn't and avoiding you the protection you normally get from a dealer...as limited as it often is.
The excuse is usually.. ' I bought it last week for the wife and she don't like it, not had chance to send log book off' or 'I am selling it for my uncle aunty brother etc etc' what reason has he given?
the cars in ireland and is going to be registered over here but the guy just left the car half stripped to rot,I think the reg fee came down if he left it a bit longer
I bought a bike like that. Previous registered owner needed some cash, so sold it to the guy I bought it off. He liked collecting stuff, but did not put it in his name. Sold it to me a bit over a year later, only hitch is this was out of UK and not SORNed. Importing it here is relatively easy, except that to get a cert of conformity to EU standards, I have to get several bits of (possibly expensive) paper from the agents to confirm that the light dips right and the speedo reads in KPH. Always something.... But at least there is no MOT here for bikes (yet)
