Yes it would.Wouldn't two stringers be the preferred method horizontal?
Also, another suggestion.....
When prepping the plates for the horizontal, put a 45-50 deg bevel on the upper plate with a tiny landing edge perhaps 1mm max, leaving the lower plate square. Set it with a 2-3mm gap.
Rather than fighting gravity, it gives you a "shelf" to weld along if you like, making the joint like a cross between a butt and fillet.
Root with about 17v, 3.8m/min wire speed, gas 18l/min, with a cut back shroud so tip sits well out of shroud. Root with as short a stickout as possible gives you soo much more control having a low wire speed, without using too much of a push angle either 5-10degrees max!
Get the root in, then to fill it, turn up to a spray transfer 27v plus, or a very hot dip transfer if not confident using spray transfer,
Then to cap, weld as said above with stringers, with about 18v and 5.2-5.5m/min approx 160 amps
