Been offered one with the small 4.5kg cylinder,thought handy to keep in the van for one off heating jobs to save trailering the big cylinders,are they capable of heating a piece of 40/10 flat for bending ? Thanks.

Not really. They're far too big a heating area.
You'd need a shield/hearth to contain the heat.

40 x 5 you might get hot but 10mm thick is just gonna dissipate the heat too quickly.
