Not too sure exactly what you mean but anyone with the necessary theoretical and practical knowledge can issue welder approval certs, the problems arise when someone you are presenting the certs to ie a prospective employer or customer, does not recognise the issuing body as being competant
Currently thinking of putting individuals through codings, was researching options of using third party insurer or training organisation, your reply sort of confirms what i was thinking
Find a training organization that trains to the appropriate standards and is able to issue certificates of competence. Apply to become a self employed instructor take the test and get a registration certificate. you will also need proof of competence as an instructor or be prepared to receive training. Any certificates you issue will then be recognized.
I worked as self employed FLT instructor and as a member of NPRS issued nationally recognized certificates of training. Later having got my D31/32/33 worked as an NVQ assessor and verifier. Big problem as ever was that as it was all paid for by government so up to 12 months waiting for my money.
As for a training centre it takes a long time and a lot of money to get the correct approvals to issue certification. I'm sure there will be a national institute that acts as the parent body for the welding industry, they will have all the answers.
